You can download the latest EKB from here:
http://plc.myforum.ro/viewtopic.php?p=5344#5344
Check in Automation License Manager what keys do you need and then check the box on EKB....
It's useful to install keys on D:\ if your OS is installed on C:\. |

try to download the latest version WinCC v11 SP2 which contains what you need....that version you mentioned is an early release of WinCC v11 but is obsolete....
