As I can see Sim EKB can't install keys for it, is there a newer version of it or other method of licensing?

When I am trying to add HMI Comfort but it says that there is no license for WinCC 17 Advanced, please check a snapshot included. I am using TIA V17 Update 2.[url] https://freeimage.host/i/7bi8dJ

( this license missing )
we have autentic license RT 2048 Tags, but the system wincc need 2356 tags,
we wrong buy, i buy license 2048 powertags , ihope 2048+2048, but the license Upgrade 512 to 2048, and License Analist message

Will be free upgrade by SUS contract from V17, any older than V17 will require upgrade license same as happen from V13 SP1 onwards. So expected keys type for V18 to be as current key type. |

It doesn't work. On my end I don't see "New Keys=36".
