If you want to connect two equipments from different vendors then you need to use OPC utility for connections tags...in HMI many vendors delivering drivers for other vendors... Of course you cannot programming a Delta PLC with Vijeo but if you have a heterogeneous network you can connect each-other.. however...Your question is pretty unclear....
