I already found out SIMATIC STEP 7 Safety Advanced V11 with 64-bit operating system also support for 32-bit operating system.

With immediate effect, SIMATIC STEP 7 Safety Advanced V11 can be installed and used on 64-bit operating systems.
In doing so, the following must be considered:
• SIMATIC STEP 7 V11 Professional SP2 is a system requirement
• Windows 7 Professional, Ultimate & Enterprise in the 64-bit version are supported
• Windows Server 2008 R2 Standard Server Edition x64 with or without SP1 is supported
• The 32-bit operating systems continue to be supported
