You must install the SP1 for STEP 7 Professional v13 and also install PLCSIM v13 (incl) SP1 suitably then you can simulate S7-1200 controllers.
It is available just for S7-1200 versions as from V4.0 and STEP7 / PLCSim as from V13 SP1
To get more information you can always check into
TIA Portal Readiness Check Tool
https://support.industry.siemens.com/cs/attachments/60162195/Readiness_Check_Totally_Integrated_Automation_Portal_V1_21.zip
which will help you to understand if the modules are supported / not supported by the TIA Portal; for the latter, the successor modules are displayed.
Furthermore, a list of engineering software products - with which the hardware components can be processed is shown.
How do you simulate S7 Communication between two S7-1500 CPUs using S7-PLCSIM V13?

the same for s7-1200
Why can you no longer start PLCSIM V13 SP1?
