At first,It didn’t work.
I’ve copied the DLL files in the folder and RSL was working 7days.
I’ve copied the lic file in C:\Documents and Settings\All Users\Application Data\Rockwell Automation\FactoryTalk Activations, no change.
After this experience I found out the for each OS I have to copy the files in different location.

Duckman, thank you for keeping me on my toes.

RSL8 doesnt work with this method.
RSL7 doesnt work with this method.
OS -Win XP 32 Bit - I would like to know how can I make it work on XP

WIN10 64bit
DLL files in folder
LIC file C:\ProgramData\Rockwell Automation\FactoryTalk Activation
RSL7 working
