The file also included for PlantPAx ModelBuilder
find out file "RSPPMB32.dll" at C:\Program Files\Rockwell Software\PlantPAx ModelBuilder\bin
change at the address FBCD9 : 34 02 to 30 90
and add .lic file at C:\Documents and Settings\All Users\Documents\Rockwell Automation\Activations

Before you change or overwrite the activation file, make sure all of the AB program are in shutoff (included RSLink and FTA).. or better you edited in Window "Safe Mode" by press F8 before running windows program.
