I am just having a problem when using Simatic Logon on PCS7 7.1 , SP3

I have encounter a strange issue.
We have one User who can perform specific actions on Machine 1
Other users are in the same direct group, and are not able to perform these tasks.

The difference I can see is the first user is only in one domain group, as they are approved for a single machine (Machine 1)
The second user is in numeroase domain groups, as they are approved form multiple machines. (Machine 1, 2, and 3)
They both share the same First machine group (for Machine 1)

All machines use the same OS Client
What is the problem and how do appear this problem?
Does Simatic Logon require a user be in only one domain group?
Does Simatic Logon allow for users to be in multiple domain groups?

There are other issues which could cause this problem.
I need an advice from an expert.
