HI,
I can't install TIA PORTAL V13 PRO,the system (W8.1 pro and on W7 32 Ultimate give the message:
MSI file initialization failed ERROR OPEN FAILED
do u know a solution?
(my solution after 2 days of searching)

You have to look at your logfiles in...
|Master Log File : C:\ProgramData\Siemens\Automation\Logfiles
if look like this ...
08:04:27|WARNING |MsiSetupPlus::CustomInitialize() |(07) Error Opening MSI Package. ERROR_INSTALL_REMOTE_PROHIBITED; Details: ; Path: \\TSCLIENT\E\InstData\UCLES\Media\WINCCBASUCL.msi
19:53:33|.. |MsiEnvironment::OpenMsiDatabase() |(06) Function returns value: ERROR_OPEN_FAILED; Attempt to open file: 'C:\TIA_TEMP_WINCC\InstData\HW_Collector\Media\HWCN-HWCOL.msi'
All you have to do is to copy all DVD on C:// root of local disk and try again..

Thanks for info
i was able to install TIA v13 pro on W8.1 64 bit
but on W8.1 64 bit and 32 the error still exists,
