can PCS7 upload program from 300 or 400 controller written with regular step 7 and monitor it?

As long as PCS7 is an extension of the Step7 platform there are not problems in my opinion.

You can install PCS7 and work on regular S7 300 or S7 400 without problems.

The only problem is that when you go to Hardware Configuration select Standard Hardware for having access to all hardware modules in Standard Configuration....
