This is what AB said about...
The following table has been created to show the communication ports used by individual products. This table does not include any ports necessary for the proper functioning of third party products used in conjunction with Rockwell products, Microsoft Windows, etc.
When using any piece of FactoryTalk software (for example, FactoryTalk View SE), it is important to note the reliance of the individual software piece upon the FactoryTalk Services Platform. Thus, when determining which ports to open, include both of the following:
Redundant Modules follow the same TCP / UDP ports as the standard Modules.
Product specific ports
FactoryTalk Services Platform ports
In your case:
54967 TCP TCP/IP FactoryTalk Activation Manager Service Name: FactoryTalk Activation Helper. Executable Name: FTActivationBoost.
If 54967 is not free, it tries 54977, 54987, 55967, 55977, 55987, 61967, 61977, 61987
So try to change the port after stopping and then restarting service because probably did not tries automatically the other ports.
To determine if ports are open or locked down you can run the Port Probe utility attached to the following
FreePortScanner.exe - 617 KB
SolarWinds-FT-Port_Scanner-1.0.0.zip - 64.5 MB
How to configure RPC dynamic port allocation to work with firewalls
https://support.microsoft.com/en-gb/help/154596/how-to-configure-rpc-dynamic-port-allocation-to-work-with-firewalls
Example: If the same computer has both RSLogix 5000 Standard Edition and FactoryTalk View ME or SE installed, this configuration now requires the FactoryTalk Activation Manager. So if the FactoryTalk Activation Client was installed before, it will cause the delay.
All Concurrent, Dongles and Automation Toolkit Activations require the FactoryTalk Activation Manager be installed. Check the Add/Remove programs list to see what is currently loaded.
Download the latest FactoryTalk Activation Manager Tool.
4.01.00-FTActivation-Web.exe - 182.1 MB
Add/Remove Programs
Select Start -->Control Panel --> Add/Remove Programs.
Scroll down to FactoryTalk Activation Tool.
The version of the tool that is installed displays in the listing. In this example, it is version 3.00.00 (CPR9).
After installing the new tool, verify the contents of the Activation folder are intact.
Open Windows Explorer. Navigate to C:\Program Files --> Common Files --> Rockwell --> Activations or C:\Documents and Setting --> All Users--> Documents --> Rockwell Automation --> Activations.
Verify all license files are still located in this folder. If not, copy the contents of the ActivationsBAK into the Activations Folder.
Run the Activation tool to enable the Activations again. Click Start --> Programs --> Rockwell Software --> FactoryTalk Activation --> FactoryTalk Activation Tool.
Click on the Settings tab. The Start, Stop, Refresh, and Path buttons should no longer be grayed out.
Press the Start button.

On Turn Windows features did you check to install MSMQ DCOM Proxy, ASP NET Net 3.5....?
If not install and eventually reinstall the entire packages.
Be sure that this services are started as in
With Registry Editor, you can modify the parameters for RPC.

RPC randomly allocated high TCP ports¹

But before trying to change Port you have to see if this Port is free. If it is free than the problem is elsewhere...

Hi Corleone
recently i have done server client application with Indusoft web studio SCADA.
For the SCADA Activation, i have used Soft Key that links with my Network Address( MAC Address).
Factory Talk Also uses the same Network Address to activate the softy thru Activation Manager.
I have uninstalled Web studio and the Factory Talk started the issue. I think there might be a conflict or link broken to FT Activation Manager.
Yes, I have reinstalled the OS and everything was fine.
Now, port 54967 is using a higher port of the Foreign IP Address for communications and working fine.
