Maybe you have to read..about serial port and to put on your computer
a terminal program.

The BASIC code that from above is for DOS based GWBASIC or similar, and it will not convert directly to .NET.
The data embedded in each packet from the PLC has meaning that must be extracted -- you can display it, but you will need to add code that actually interprets this data.
So, you need a little more documentation from the manufacturer to allow you to interpret this data, but the actual code will be fairly straight forward.
