Run Setup.exe
Run CFC__V7.1+SP3\setup\ESCOM\SIMATIC ES Common Services.msi
Unpack CFC__V7.1+SP3\setup\ESCOM\Data1.cab to screencopy folders
Copy C:\Program Files (x86)\Siemens\Step7\ESCOM
CFC V7.1+SP3 work on W7 64 CFC V7.1+SP3 work on W7 64

CFCs 6.0...9.0
